Şimşek announces new capital market regulations

Türkiye's Treasury and Finance Minister Mehmet Şimşek announced that legislative measures aimed at strengthening the fight against capital market offenses, including coordinated trading activities by investment funds, are expected to be completed by early 2027.

Şimşek said assessments by international index providers are being taken into consideration, emphasizing that measures introduced by the Capital Markets Board of Türkiye (CMB) have increased market transparency and strengthened investor confidence.

Şimşek recalled that the Fund Guidelines published in August introduced mandatory weekly portfolio disclosures for hedge funds and required public disclosure when certain ownership thresholds are reached in funds traded on TEFAS. He also noted that concentration limits have been imposed on investment funds and that borrowing transactions must now be collateralized. Şimşek emphasized that the government's priorities are to complete the liquidation of troubled funds and protect investors' rights. He added that sanctions against those disrupting market operations would be enforced decisively.
